PRINCIPAL CHIEF CONTROLLER OF ACCOUNTS

Secretary (Revenue) is the Chief Accounting Authority of CBEC and Pr.CCA is the Head of the Accounting Organisation of CBEC. Pr.CCA’s Organisation has a mandate for all the Payment Functions, Accounting of both Expenditure and Revenue(indirect taxes),preparation of Annual Head-wise Appropriation Accounts and Statement of Central Transactions for all the Commissionerates/Directorates through the Pay and Accounts Offices. Pr.CCA is the nodal agency for all the banking arrangements in connection with indirect tax collections such as authorization/deauthorization of the banks and bank branches, determining procedural requirements and coordinating with all the banks and the Reserve Bank of India. Pr.CCA is monitoring reconciliation of indirect tax revenues including monitoring of delays in remittances of revenue receipts to the Government Account. Pr.CCA has to conduct Internal Audit of Customs and Central Excise Commissionerates at Headquarter, Division and Range level. Similarly, Internal Audit/Inspection is also conducted of nominated/accredited banks engaged in collection/payment for CBEC. Pr.CCA’s role extends to rendering financial and technical advice(s) to CBEC on matters relating to collection, accounting and proper head-wise classification of indirect taxes.
